MAY 1990 LONDON BOROUGHS
In May 1990 all London Borough Council seats were up for re-
election.
Almost throughout the country, the 1990 elections were disastrous
for the Conservative Party. The significant exception was London,
where the "London Effect" again resulted in a worse than expected
Labour Party performance. Labour never even came close to winning
their target boroughs of Wandsworth, Tower Hamlets and
Westminster; in fact, the Tories made significant gains, even
winning control of Ealing, the home of Labour leader Neil
Kinnock. Only in Merton did Labour gain control. Still, Labour
leaders gained some consolation from an overall swing to them of
around 5%. The Liberal Democrats were happy with the gain of full
control in Tower Hamlets and Sutton. The Conservatives were
especially pleased with their performance in Westminster, and in
Wandsworth, where the Labour group leader was herself unseated.
