  1. MAY 1990 LONDON BOROUGHS
  2. In  May  1990 all London Borough Council seats were  up  for  re-
  3. election. 
  4.  
  5. Almost throughout the country, the 1990 elections were disastrous 
  6. for the Conservative Party. The significant exception was London, 
  7. where the "London Effect" again resulted in a worse than expected 
  8. Labour Party performance. Labour never even came close to winning 
  9. their   target   boroughs  of  Wandsworth,  Tower   Hamlets   and 
  10. Westminster;  in  fact, the Tories made significant  gains,  even 
  11. winning  control  of  Ealing,  the home  of  Labour  leader  Neil 
  12. Kinnock.  Only in Merton did Labour gain control.  Still,  Labour 
  13. leaders gained some consolation from an overall swing to them  of 
  14. around 5%. The Liberal Democrats were happy with the gain of full 
  15. control  in  Tower  Hamlets and Sutton.  The  Conservatives  were 
  16. especially pleased with their performance in Westminster, and  in 
  17. Wandsworth, where the Labour group leader was herself unseated.
